hi there, would like to know if i should cut off dead or dying flowers from a hydranga it is a potted plant in my garden.

No need, unless you feel it improves the appearance of the plant. It won't flower again this year whatever you do.

the old flower heads can look good rimed with frost.

Usual practice is to leave them on over winter for some frost protection and then trim them off just at the very beginning of bud break.
