It looks like an Acanthus to me...possibly A. spinosus.

I have one in our garden, yes its an Acanthus.

And if you move it to somewhere else. It will come back in the same spot where you removed it from next year. They are propagated by root cuttings, seeds work to, but any root left in the soil will regrow! But atleast they are not an invasive weed or bind weed...

You don't need to worry about cutting off the flower stems once they're dead, but they're quite good left on the plant over winter, as they look good with frost on them.

They are most definately a weed in my own garden .... took me 3 years of hard work to remove it from here !!!
In a large area they look magnificent but where the previous owner had planted it here it was completely inappropriate :-((((
