I planted some Hawthorn whips 15 months ago and still haven't cut them back. They have now budded for this year and some leaves have already started to show. Is it too late to cut them back for this year?

No, not too late but you will have to be quick as the sap is rising or wait till the end of June and you could give them a trim to keep them to the shape you want or leave till later in the year and hard prune in October November once the leaves have dropped.
Problem with whips you tend to have all the growth at the top and the base is bare ....
