Can I cut back my Daphne tangutica ? - I was told that it would only grow to be
30-40 cm high. - And now it is about 60 cm high, and to high where it is.

Whoever told you that was wrong Daphne tangutica can grow to a metre in height and width! You can prune very lightly just after it has finished flowering but I doubt you will be able to keep at 30 - 40 cm. Oh and Daphnes do not like being moved.
