I have a very big Bay tree, it has now got new leaves coming. Can I now cut it down by half ?

Not really - if you want to hard prune a Bay tree, you can, on mature trees, but it should be done over 2 or 3 years, and in late spring - whether its late spring or not now is debatable, particularly down south, so its a bit late.
