Do I cut off all the old flowers of my bottle brush bush when they seem spent I have a new lot of buds bursting into flower again.

I always do - as soon as the flower fades, preferably, because Callistemon have a habit of producing new growth beyond the spent flower, which leaves a bare patch of stem later on when the remains of the flower eventually disintegrate.
