I have several Daphne Odora shrubs and for the first time this year the leaves are covered in like a black dust these are under the shade of a large Oak tree it would seem strange if the problem is the oak tree because it has not happened before.

It'll be the Oak tree - we've had no rain to wash off deposits, or your oak tree is now larger and the rain's not penetrating.
