I have a flowering shrub in front of my house that was here when I moved in I'm not sure what kind of plant it is or what might be wrong with that I've tried to search on the Internet to find the name of it without any success can you help me

Like Cammomile says, it looks like mildew on phlox to me.

That is one very sick Phlox paniculata. It is too dry where it is, give the poor plant a real good soaking and spray with a systemic fungicide.

Its a phlox which looks like it's got mildew on the leaves or some kind of wooly aphid infestation. Hard to say from the photos.
