It's a creeping form of campanula Hank exact variety I'm not sure , I have a really pale blue :-), best time to move and split is early spring or autumn .

Campanula poscharskyana Hank. I use it in hanging baskets as well as ground cover and it will seed around easily.

You will find that the "crown" won't be very big....you get a lot of growth from a small crown. However, yes you can split them up. They will also spread and seed themselves....sometimes a little too much and can get a bit invasive if left to their own devices for a few years.

I was sent some by a lovely Goy member and its doing really well, I put one pot on top of a bigger one last year, it spread well so I pulled bits out all round in early spring and replanted in the bottom pot.....its now a huge blue ball of flowers.......

Campanula....possibly C. carpatica.
Commonly called Bellflower.
I cut mine back to ground level once they've flowered...they soon recover. Should be fairly easy to dig up and move but do it in autumn or spring.
