I have an area of the garden planted with a variety of shrubs. I have noticed that all the leaves are sticky to the touch, not in patches but all over and become very shiny. The leaves do not show any signs of damage. A large Oak tree overhangs the shrubs, could this be the cause?

Yes - its likely the Oak has a scale or aphid infestation which means lots of honeydew is being produced - that drips onto foliage beneath.
