If you go back to Hank's question on the 29th of May you might get an insight into the problem of Horsetail. Your greatest challenge is that even if you manage to eradicate it on your plot, then it will return unless everyone else teats it on their pots, pathways and any wasted ground. I would suggest that you just keep digging and live with it.
