Could be either the plants are dry, or the flowers are not being pollinated. The male flowers are the ones on stems without the embryo fruit at the base of the flower, and these drop off anyway. The female flowers with the baby fruit should start to swell normally once the plant is large enough and growing well with plenty of moisture.
