This plant is only frost hardy, meaning it needs to be moved under shelter for winter, so if it was outdoors all winter, it may have died. Peel back a bit of the bark near the base with a fingernail - if its brown and dry inside, its a goner, if it looks live, then leave it and wait and see what happens.
