I have hanging baskets which looked very good but we have had very wet and windy weather and now are not looking very good they are hanging over the sides Idon,t knowwhat to do with them do i cut them back they are pansies

They do get leggy and straggly, so cutting them back will help them to bush out and maybe flower again. Wind and rain, well goodness me, we're suffering drought here...
