You can get rolls of bamboo or reed at garden centres at varying heights ( hopefully one of which will match your requirements) which you could attach to the fence and which will then hide it. You could use evergreen plants eg privet to grow in front of it and that will also effectively cover it.

there are lots of shrubs and climbing plants that would enjoy that area, the alphabet at the bottom will give you many ideas ( you may have to join goy to access them but its worth it!)
