Is it a sumach and not schumart? If its sumach (stag horn) then it is meant to be furry (mine is) and they do grow suckers. My sumach was from a neighbours tree. The branches become like a canopy too..It is a lovely tree...Hope it is sumach

If it is Rhus typhina (sumach) then cutting it back hard is the worst thing you can do, for it increases greatly the amount of suckers you get.
