I have had a Pear tree in my garden for the last three years. Planted when it was approx 3' high. It starts off every spring blooming like a good un. The leaves are healthy, it even blossomed this year and now stands 6' tall. Everything is fine until the blossom goes. It develops Spots, which like any 14yr old adolescent knows get worse as the year goes on. It does eventually kill the leaf, but next year it will be as healthy as any other plant in the Garden, please help.

Sounds like European Pear Rust to me. Have a look at this website from the RHS which has some suggestions for treatment:
