Yellow weigela? I assume you mean the leaves are yellow, and not the flowers. Have/are you pruning it at all, and is it in a pot or in the ground?

It is Weigela Middendorffiana Bamboo. It does have yellow flowers late spring early summer. The flowers have orange markings on the throat and are bell shaped. Prune after flowering is the way to do it Guest but since yours does not flower are you pruning it in spring.
