hi is it best to cut perennial flowers back . after the winter kind regards

I take off all the dead flowers,and tidy them up,by removing dead or dying foliage, before winter,Sunshines.In fact some of them have already been done,now they have finished flowering..Sometimes you can get another flush of flowers..The exception are hardy Fuchsias..the old stems protect the crowns over winter,with a mulch around the roots,in case it's a particularly bad winter..
