My Forsythia grew its flowers this year but they withered before coming out and no leaves have followed. What is the problem and what can I do?

My Philadelphus is not flowering in the middle of the bush so I need to prune it...
Could be a bacterial infection. The cold winter may have caused splits in the basal stem that bacteria have since entered. I have seen this once before and if it happens, there is little you can do except use this loss as an opportunity to replace with something else.
