I have had so many people tell me they have never seen chicks & hens grow such a tall stalk. Is that unusual?

Thank you. It doesn't show any signs of dying at this point, but the flowers haven't quite finished opening yet.
I have these everywhere and they make a great groundcover, but about 10 of them have these tall stalks.

Not really. Some Sempervivums do get quite tall, especially if the rosette was a large one to begin with. Sad that the rosette dies after flowering is it not?
