Pull a leaf off and smell it. Angelica is a similar plant to your picture.

If it does smell like celery, there is a leaf type (sometimes called Par-Cel). I have some and use it a lot since it doesn't need the amount of water regular celery does. It does get tall, can winter over, and has small white flowers right now.

It looks a bit like coriander, and that can get quite tall.
