No - there is nothing in legislation regarding "right to light", unfortunately, though our local council may be able to help if the trees are very large.

Check with the planning department at the district or county council, also check to see if you are in a conservation area.
Bamboo 's right they might know a little bit.
I know im in a conservation area any trees out the front of the house ,that need cutting down it would need planning permission.
But if you explain to the council your problem they should be able to help you out.
