While planting I come across some weir looking things, they looked like grey and white maggots and they were attached to like sticky white web, my husband says they are catterpillars but I don't think so, I also noticed my neighbours large tree is full of them maybe that's where they are coming from, in all my years gardening I have never come across this can you help

Without a picture it's hard to say but they could be caterpillars, some do indeed produce silk and make webbing usually between foliage though a few also make sheet webs.
They could be sawfly larvae too but I would really need a good picture of them and the plant they were on for an attempt at an id.
