Twisted willow tree - 20' - 30' high - last 3 years leaves have died. Just noticed open scabs/weals on twigs below deadening of leaves. Still greenery pushing through here and there.

Could be Willow Anthracnose, but hard to say without a photograph of the "scabs/weals". Leaves usually wilt and turn yellow before dying, and small cankers appear on affected branches. If it is that, rake up fallen debris, but there's no effective treatment.
