Are you certain it's bamboo? Only most of them are fully hardy, so I'd be surprised if someone had bothered to wrap it or bring it in for the winter. Any idea which one it is? Or can you post a photograph? If the answer's no to both of these questions, then pot it up in fresh compost in the size pot it needs, and stand outside in a sheltered spot, keep watered.

I am not sure if it is a bamboo for sure but it looks to have the bamboo type stems,I will try and send a photo.
