Looks like Box to me from this distance (Buxus sempervirens)

Agree with Bamboo unless there are tell tale signs of dead flowers (small) in which case it might be sarcococca. What about a hebe though? should have signs of flower buds if so.

sorry Nick I think thats the best guess, if it flowers you could send the question again then but really close up so that the leaf, stem and flower are clearly visible
