if they are just 'spikes' then now; if the leaves have unfurled you could do it but they will need stacks of water until they are fully established.

Yes, they are best moved when dormant in winter, but you could try spading off the side of the clump and not disturbing the rest of it, just to be safe. Water really well all summer, or pot up until they are growing strongly.
