we have large raised beds about a foot deep and six foot long/ we have mixed manure through the compost in them through the winter, but what we have planted doesnt seem to be coming on very good. is there any feed that will make the compost more fertile?

If you have put manure in it I don't think that you'll need anymore fertiliser yet. What sort of plants did you put in? The cold weather doesn't help either. Once the plants start to grow you can feed with any liquid feed (seaweed feed etc) or use granules.
