i have a virginia creeper (it covers a fence) and it has started to bloom as normal however have noticed that along the top the shoots seem to be dead - have no idea why and what I can do.

Photo would help, but when you say bloom, you presumably mean come back into leaf rather than flowering. Perhaps the shoots at the top have been caught by late frost, hard to say without seeing the problem.
