I have a healthy black bamboo plant of some 5yrs & about six to seven feet high , i have just discovered that it is growing over the top of ny mains electricity cable do you think it can cause any long term problems, should i reduce its size.

I doubt very much it will have any detrimental effect on the cable - the problem will be if you ever need any work done on it. You can reduce it if you want, but this isn't easy to do. This particular bamboo does "run" and would have been better to have been planted with some bamboo membrane to restrict its spread.
