My nandina is shedding its leaves, although there is new
growth. Should I prune the barer stems or take cuttings from the new growth?

Pruning for this plant is "cut out old and weak shoots to ground level in March", so I'd be inclined to do just that with the stems which are losing leaves, leaving the new ones to grow on.
