Possibly - Arbutus unedo "is not fully hardy in colder areas" - so although you live in the south, it may not have coped with the winter we've just had. Check for signs of growth anywhere at all before deciding its dead.

Yes the winter was severe here and the snow heavy and covered all the plants.

I don't know how well they respond to pruning, pruning advice on these is none required. I'd wait and see if there's any growth, then if necessary, prune back to that.
