i have recently aquired an allotment with a lot of old raspberry canes on it a lot are dead canes but about half of the canes are starting to flower, plus there is also a lot of new shoots, should i just cut down all old canes or wait till after fruiting

Cut down the old, dead canes.

After fruiting, cut off the old canes that fruited, and keep an eye on the new canes. If they are an everbearing type, the top third of the new canes will bloom and bear fruit this fall. Once that crop is done, cut off the portions of cane that fruited--the remainder should bloom and bear next spring. If it's a once-bearing kind, there will be no sign of fall flowers, and you'll know how to prune it next year.

So far as I know in the UK the rasps. are either sumer or autumn fruiting. From Guests description I would say these are summer fruiting rasps. So as Bamboo said cut down the old dead canes. Look after and harvest the fruit from the grown canes and ones they have fruited cut them down. The new canes will then grow up to produce a crop next year. We tend to stop ours at around 5 foot for ease of harvesting.

TB in the UK we have summer fruiting and autumn fruiting rasps. you obviously have something different in the US.

"Everbearing" ones are also called "autumn fruiting" because if you cut the canes off completely after the autumn crop, they only bear once a year in the autumn. aka "fall bearing" in the States.

Our autumn fruit rasps do just that, fruit in autumn, they don't then fruit again in spring. Perhaps due to our winters? I guess one of the things we all need to be careful of when giving advice (and I need to remember!) is that just because a plant does xyz in our country does not mean it will somewhere else.
