my judii viburnum looks half dead with only a few green shoots with flowers - it looked wonderful last summer - what happened? is it dead?

Well its clearly not dead, you've said its got green shoots and some flowers. Remove all the dead growth back as far as necessary, to live wood, or to the base. It's obviously suffered over winter.
