my palm trees have been killed by the frost what can i do with them,should i cut them back to see if they come back,do i need to paint anything on the stumps

Depends on which palm you're talking about - if they're Cordylines, you can try cutting the trunks down by half to see if that forces growth from the base or further up the stem. If they're other kinds of palm, you can't cut them down, but I'd wait a bit to see if they sprout from the top or not.
