how soon can a common lilac be planted in zone 7?

Plant in spring - these are hardy plants, so unless you've had it inside for a while, do it in April. If you have had it inside, it needs hardening off first, by leaving it outside during the day and increasing the number of hours you do that over a week or so, until eventually you leave it out overnight.
