I have 2 large phormiums. They are getting a bit out of control. Can I just give them a hair cut and cut the leaves off, maybe by half?

Not really - if by out of control you mean height ,then you've got the wrong Phormiums - some get huge, some don't. If you mean the whole thing is huge, you can dig them up, split them and replant sections.
