I have a small garden which I had part concreted and part chips whith plastic under the chips - how do I plant some plants through the chips and plastic

You'll have to scrape the chips aside, get a sharp knife or blade, and make a large cross in the plastic. Then you can fold back the plastic, dig a planting hole - make sure it's back-filled with good compost. Then replace the plastic and chips. It's going to be a bit tedious for you! Can you brighten up the concreted area with some planted containers?
