after being in my garden for some 10years, this year my flax has sprouted teo stalks with what i thought were flowers but didnt open as such, there are now seeds can i plant these do they need to be dry

You could give it a try - collect the seeds, dry them out, and plant next spring in a cold frame, or under glass, pot up as they grow and keep them under glass for a year, then harden off and plant out. But you can increase your stock also by digging up the phormium in the spring and chopping it in half, keeping roots on both halves - or smaller pieces with root, if a large plant, and replant.
