If its Photinia fraserii 'Red Robin', you can plant it now, but its better in a reasonaby sheltered spot, particularly in colder parts of the country. If its Photinia 'LITTLE Red Robin', the dwarf version, that's less hardy, so best planted in spring, again in a sheltered spot.
