Peony not flowering

I have a peony that has beautiful white flowers, but this year only one flower has appeared, there are lots of other buds but they seem to have gone rotton. Can anyone tell me what the problem is? Thanks

It was the opposite, we had a really dry hot time. The buds are still there but seem to have just died off.

Did it rain a lot during the time when they were in bud? I haven't noticed this happening much with mine but I've had the occasional rotting one when it's been wet, even though whatever type I've got has quite tightly enclosed buds.
