I have Peony roses in my garden but they have never flowerd

would you please tell me why my peonies have never flowerd i have them about 4 years. I live in Northern Ireland

One usual reason is that they are planted to deeply and this means that they wont flower, not sure whay thou.
Or they are young plants and have reached maturity yet.
