Mildew on clematis

I noticed on my Dorothy Walton Clematis that one of the stems have a whitish powdery stuff on them. it comes off if I wipe it. Is this mildew? what should I do?

Well its a fungal infection of some kind, of which mildew is one. Spray with a fungicide treatment from garden centre or Wilkinsons or wherever
