Schultz-Instant 19-31-17 plant food for Orchids

Can I use this old 10 oz box of Orchid food for my vegetable garden. It is as hard as a rock, about ten years old. I want to mix it in a 55 gallon drum for my garden. Would this be ok?

I'd think after ten years there'd be significant deterioration - Doctorbob1's the one to answer this, I think!
