I'm building 2 vegetable raised beds at the bottom of my lawn do I need to lift the grass underneath or can I leave it and cover it with a black membrane

You could try covering it with a thick layer of cardboard and then layers of manure and/ or compost. The cardboard will rot down eventually.

I'd lift the grass, dig the soil beneath and incorporate composted materials, then build the beds on top of that.
