Could well be woolly aphid. Scrape away some of the white stuff and see if you can find a tiny greenfly like creatureu nderneath it. Either way, the first thing to do, is to wash off the stuff with horticultural soft soap (sold as Winter Wash). Then spray the base of the tree with a suitable fungicide. That way you have treated it both as an insect and a fungus.
