United Kingdom 
have a number of Allium Bulgaricam and this year the flower heads have not opened and drooped umbrella fashion. Any idea why ?

This is Nectaroscordum siculum subspecies bulgaricum, sometimes called Honey Garlic. Mine has nearly finished flowering now. Did you try peeling off the papery covering? Perhaps something has happened to the buds.
