In our garden we have two Crambe plants, one has been in it's place for a few years while the other was moved to the new position last year. Both are very healthy plants but the second one shows no sign of flowering this year but where it was for a few years even then it did not flower so could it be a different plant??

I would say they are two different plants as the leaves don't look the same to me.
