My climbing hydrangea is brown and withered with buds formed but looking very dry and brown. One branch has leaves and is starting to flower. It is an old plant and has been very verdant. Should I cut it back hard now and see if it comes back?

its in desprate need of water but what i find weird is that its still budding. mabye its just recovering just give it lots of water and remove badly damaged leaves.
